Legislators, Regulators and Supervisors
Congreso de la República: Senado y Cámara de Representantes (Congress)
It regulates financial, insurance and stock market activities and any other activity related to the management, use and investment of funds collected from the public.
It is composed of the Senate of the Republic and the House of Representatives.
Ministerio de Hacienda y Crédito Público y Unidad de Proyección Normativa y Estudios de Regulación Financiera (Ministry of Finance and Regulation Body)
The main function of this Ministry is to define, formulate, and implement the country's economic policy. It has the authority to regulate through the issuance of regulatory decrees.
The Unit of Normative Projection and Financial Regulation Studies –URF in Spanish- is a Special Administrative Unit of the national order, attached to the Ministry of Finance and Public Credit, which drafts regulatory frameworks.
Superintendencia Financiera de Colombia (SFC, in Spanish)
It is responsible for the inspection, surveillance and control of natural persons and legal entities engaged in financial, stock market, insurance and any other activity related to the management, use or investment of funds collected from the public.
Autorregulador del Mercado de Valores de Colombia (AMV, in Spanish)
AMV is Colombia’s self-regulatory organization for the securities market. It sets conduct standards for market intermediaries, supervises compliance with those standards, and carries out disciplinary actions when necessary. AMV also certifies market professionals to ensure they have the technical skills and ethical qualifications required to operate in the industry.
Although AMV performs these oversight and disciplinary functions, it does so from a private-sector role, not as a public authority. There is an effective coordination between the SFC and AMV in order to strengthen market integrity and to avoid duplicating supervisory efforts.
Banco de la República Colombia (The Central Bank of Colombia)
Per the Constitution of Colombia, Banco de la República is an institution that operates independently from the government. It has administrative, patrimonial, and technical autonomy, and it is subject to its own system of rules and regulations. The 1991 Political Constitution of Colombia established the Board of Directors as the monetary, exchange, and credit authority of the State, a collegiate body in charge of directing and executing the functions of the Central Bank.
Banco de la República’s main responsibility is to safeguard the purchasing power of national currency by controlling inflation as the primary objective of monetary policy. Accordingly, price stability is recognized as necessary for economic progress and, therefore, the Central Bank must make all adjustments required to achieve the overall growth of currency and credit.
